Wie beantragt man einen philippinischen Führerschein?

Ich habe meinen Führeschein vor 5 Jahren umschreiben lassen und inzwischen 1 mal verlängert.

Verlangt wurde damals  eine Übersetzung, vom Deutschen Honorarkonsul in Cebu, Fotokopien und Original vom Deutschen Führerschein, Sehtest, Drugtest und Visa für mindestens 6 Monate. Als Visa wurde damals auch der Balikbayanstempel im Pass anerkannt. Laut Aussage von Personen die es in letzter Zeit probiert haben, wird der Balikbayanstempel nicht mehr anerkannt, sondern nur mit richtigem Visa das noch mindestens 6 Monate gültig ist. Aber möglicherweise ist das auch je nach LTO verschieden. Der Internationale Führerschein wurde für die Umschreibung auch nicht akzeptiert, es musste eine amtliche Übersetzung sein.

CONVERSION OF EXPIRED FOREIGN LICENSE TO NPDL
1. Original and one photocopy of expired foreign DL. If the foreign Driver’s License is not in English language, original and one photocopy of official English translation
2. Original and one photocopy of valid passport showing the first page, visa page and latest date of entry in the Philippines
3. In addition, for foreigner, original and one photocopy of passport with entry date of at least one (1) month and visa duration of at least six (6) months from date of application, or if born in the Philippines, original and one photocopy of birth certificate duly authenticated by National Statistics Office (NSO) / Philippine Statistics Authority (PSA)

CONVERSION OF VALID/EXPIRED FOREIGN DL TO PDL
1. Original and one photocopy of foreign DL. If the foreign Driver’ s License is not in English language, original and one photocopy of official English translation
2. Original and one photocopy of valid passport showing the latest date of entry in the Philippines. In addition for foreigner, must have been in the Philippines for at least one (1) month with proof that he/she will stay in the country for at least six (6) months from date of application
