Bekommt man eine Senior Citizen Card als Ausländer in den PH?

Ok, ich glaubte das auch, bis ich in den RA 9994 gelesen habe, darin steht (Auszug):
"Filipino law (RA 9994) allows elderly resident aliens to have the senior citizen card. However, it requires them to prove they are at least 60 years old and a resident of the Philippines. They can use their Alien Certificate of Registration I-Card (ACR I-Card) as proof."
...

Habe im RA 9994 nachgeschlagen und nichts über 'alien residents' gefunden. 
Vielleicht hat jemand von euch mehr Glück.
