Ich habe jetzt bei Singapore airlines gefunden:

Bei Manila und anderen airports den onehealthpass, bei Cebu die Registrierung für Cebu.

Somit denke ich, dass man nur eines von beiden machen muss. Im falle von Cebu also nur diese Registration über den Cebu-airport.
